Impact of RCEP on China's Aluminum Raw Material Import and Export

The import and export volume of primary aluminum is usually small, and in 2020 there will be a long-term profit on imports, resulting in a significant increase in primary aluminum imports during the year. Domestic scrap aluminum imports are also considerable, because the country has not yet established a relatively perfect scrap aluminum recycling system, domestic scrap aluminum supply and demand seriously mismatch, resulting in a considerable dependence on scrap aluminum imports. The import source of waste aluminum is mainly from developed countries such as Europe and the United States. Although a considerable part of waste aluminum comes from Southeast Asian countries such as Malaysia in recent years, this is mainly due to the improvement of domestic waste aluminum import standards, and domestic buyers will sort and other pre-processing links. Transfer to Southeast Asia. With the implementation of the new deal on the import of scrap metal in November, the import of scrap aluminum has become more standardized. Although the signing and implementation of RCEP will not have a direct impact on the import of scrap aluminum, it has a positive effect on maintaining the smooth import trade.
In terms of raw material exports, at present, except for the export of refractory bauxite, there is basically no export of bauxite for smelting. Alumina exports are mainly non-metallurgical grade exports such as refractory materials, and scrap aluminum is basically not exported, except for a very small part of the re-export trade. Therefore, even if the export tariff is lowered, the export of bauxite, alumina and waste aluminum will not increase. As for electrolytic aluminum, the current domestic high export tariff of 15% is levied. If the export tariff is lowered or canceled or the channel for domestic primary aluminum to circulate overseas is opened, but even if the tariff is not levied, the current primary aluminum export loss is relatively large, so the tariff adjustment will basically change the current pattern.
Therefore, RCEP has no direct impact on the import of bauxite, alumina, common primary aluminum and waste aluminum in China. When this part of the import and export trade smooth and stable is undoubtedly beneficial.
